UNITED TERRITORIES OF KASHMIR

Both the countries spend billions of dollars on
infiltration, security, maintaining peace, etc and yet there is no result.
People of Kashmir continue to live in torment, struggle and stress.
Instead, if both countries invest the same amount OF
BILLIONS in proper strategic plan with an amicable solution, by calling various
unbiased experts on their panel, Free from ISI and RAW and Radical groups, then
I think definitely there will be some positive changes in the valley.
Here are a few points as to what should result in a positive
dialogue
Both the countries mutually decide in the interest of the
people of India and Pakistan against unilateral trade agreement between the two
countries for a period of 10-15 years
1.
To draw a line of the disputed territory of
#Kashmir
2.
To do a census on the disputed territory and
accordingly derive a plan
3.
To derive a plan in which
a.
Terrorists / Freedom fighters (belonging to
groups) are zeroed down and banned from entering, communicating or interfering
in disputed territory
b.
To secure the borders with 3rd nation
patrolling & security and monitoing by Indian and Pakistani Armed forces
with strategic joint reporting of infiltration trouble & solutions, crime,
social & local police monitoring.
c.
None of the Indian, Pakistani or any political
parties would be allowed to propagate or hold any meetings or carry out any
activities in the territory

While all the security measures are planned and
in place, the following needs to be done

Both the countries enter into agreement (if
possible along with Afghanistan, China & Russia) that
a.
They will help the disputed territory to emerge
as an independent state, free from any country’s ruling for minimum of 25 years
b.
To invite International corporate houses and
MNCs for investment, and giving them guarantee of the agreement, peace &
security in the region
c.
India and Pakistan to take a loan from World
Bank and support from the UN for the rehabilitation and development program for
the people of (Disputed) Kashmir
d.
Both the countries shall jointly plan the
development of the disputed territory in terms of
i.
Infrastructure development of Roads, Railways, Highways,
Electricity, Water & Sanitation
ii.
Compulsory Education for all kids and adults in
Urdu, Hindi and English (Curriculum to be mutually decided by both the
countries and UN)
iii.
Investment in Hotels & Tourism spots to
invite international tourists
iv.
Have international events for music, festivals,
sports, business, seminars, etc
v.
Have Independent Television & Print Media
established by and from the people of the region after education &
training.
vi.
International Media to be made freely available
in the region
vii.
Free (Strictly Monitored) Internet and
Telecommunications
viii.
Free Rations for all in the disputed region for
a period of 5 years
ix.
Guaranteed employment from Governments &
Private sectors
x.
Developing an International Film City
6.
Returns on Investments
a.
Tourism
b.
Sports events like Cricket, Football, etc
c.
Arts & Crafts festivals
d.
Inviting Film Production houses for shooting
e.
Musical Concerts
f.
Entertainment Festivals
g.
Kashmir Carnivals
h.
And of course many other avenues like setting up
of assembling and manufacturing factories, industries, agriculture and farming
of apples, roses, cherries, etc
Let the profit be shared by the investing countries,
corporate houses and parties. After the tenure of 10-15 years, let the people
of the region decide to contest the elections and then decide which country
they would like to join hands with OR if they would like to continue with the
agreement for next 50 years.
I am in no political party and not an expert on any of the
above points, but after seeing so many debates, news, discussions, etc on many
TV channels, I thought of putting my views down and post in on net. I assume
there might be few people like me who would like to add their views and comment
on this post and few people unlike me will contradict or criticise or debate on
the topic. Few radicals will post their anger (without considering the welfare
of people of valley) to give a political twist.
Well these are my view points and hope if we share this post
with POSITIVE comments, then probably one day some corporate or lobby or
government official might consider the RESPONSES from the people of PAKISTAN &
INDIA for a POSITIVE DIALOGUE for UNITED TERRTORIES OF KASHMIR
